This MOC is predicated on the LEGO Boost “Creative Toolbox (17101) and some components from the Arctic  Scout truck (60194). These additional components must be accessible in any “Lego-Household” anyway (or you could have comparable components you need to use as a substitute), so I believe the Arctic set is just not actually wanted to construct this.
